The Sniper Rifle has much much more range than before (999 instead of 100) and increased damage (200 instead of 125 - can kill a FBI Agent or Soldier in one body shot). The M16 has more range than before (120 instead of 75) but less ammo (30 instead of 60) and less damage (45 instead of 52). Still it has +5 range (80 instead of 75), +5 ammo (35) and +1 damage (20 instead of 19 - 5 hits to kill normal peds instead of 6 same as Uzi). Buffing it too much causes many missions to become impossible (Bomb Da Base, Escort Service). The AK can't be buffed too much, since it's kind of the lynchpin in many missions. The Shotgun has much more range (70 instead of 15), but does a lot less damage (50 per pellet instead of 100 / total 250 instead of 500). The Pistol and Uzi both get double range (60 units instead of 30) and +6/7 bullets each (18 and 32).
Granted there aren't many rare vehicles in GTA 3. Wong's Laundry and the Pan-Atlantic and TOYZ Ponies. Other than that certain variant vehicles will spawn in industrial traffic including the Mr. The special 'Corpse' Manana will spawn along with regular Mananas. BF Injection will spawn in rich areas instead of just being available under Misty's apartment. Like you might see a Borgnine Taxi being driven by cabbie pedestrians. First it adds rare vehicles to normal traffic.
